    ORDER OF THE BOARD BY
    (J.
    C. Marlin):
This matter comes before the Board on a June 17,
    1991 motion
to withdraw petition for review filed by respondent,
    City of West
    Frankfort
    (City).
In support of its motion the City states that
it “desires to withdraw its Petition for Review and not contest the
    administrative citation issued herein.”
The City’s motion to withdraw is hereby granted.
    On April 13,
    1989,
an Administrative Citation was filed with
the Board pursuant to Section 31.1 of the Illinois Environmental
    Protection
    Act
    (Act)
    by the
    Illinois
    Environmental
    Protection
    Agency

    A
    copy
    of
    that
    Administrative
    Citation
    is
    attached hereto,
    but will not be printed
    in the Board’s Opinion
    Volumes.
Service of the Administrative Citation was made upon the
    City on April 12, 1989.
The Agency alleges that the City violated
    Sections 21(q) (1) and 21(q) (3)
    of the Act.
    The statutory penalty
    established
    for
    each
    violation
    is
    $500.00
    pursuant
    to
    Section
    42(b)(4)
    of the Act.
Respondent has withdrawn its petition for review.
    Therefore,
pursuant to Section 31.1(d) (1), the Board finds that the City has
    violated each and every
    provision alleged
    in the Administrative
    Citation.
    Since there are two
    (2)
    violations,
    the total penalty
    to be imposed
