    This matter is before the Board on a motion by Petitioner for
    reconsideration of the Board’s December 20, 1990 Opinion and Order.
    The
    motion
    was
    filed
    January
    23,
    1991
    and
    the
    Illinois
    Environmental Protection Agency filed
    a
    response on February
    1,
    1991.
    Petitioner
    also filed
    a
    reply to the Agency
    response on
    February 5,
    1991; however, Petitioner did not request leave to file
    the
    reply.
    Therefore,
    pursuant to Section 101.241,
    the reply
    is
    stricken.
    The motion
    to
    reconsider
    is
    Petitioner’s motion
    for
    reconsideration merely restates arguments considered by the Board
    in rendering its prior decision.
    Therefore, the Board affirms its
    prior decision.
