    This matter comes before the
    Board
    on its own motion.
    The
    Illinois
    Environmental
    Protection
    Agency
    (Agency)
    filed
    this
    administrative citation with
    the Board
    on October
    5,
    1989.
    A
    Hearing Officer was assigned on November 27, 1989 and a hearing was
    set for March of 1990.
    That hearing was cancelled after the Agency
    filed a motion for continuance.
    The next hearing date was set for
    July of 1990.
    At the July hearing, neither of the parties appeared
    before the Hearing Officer.
    Due to funding shortages,
    the Board cannot order this matter
    set
    for
    hearing
    until
    July
    of
    1991.
    The
    Hearing
    Officér
    is
    directed to set this matter for hearing by April
    15,
    1991 and to
    finish all hearings by August
    2,
    1991.
    If the parties
    fail
    to
    attend the hearings set by the Hearing Officer this matter may be
    subject to dismissal for want of prosecution.
