    ORDER OF THE BOARD

    This matter comes
    before the
    Board
    on
    a letter written
    by
    Shirley Watson on behalf of the Concerned Citizens Group
    (Group)
    dated November
    9,
    1990.
    This letter concerns the Board’s October
    25, 1990 Opinion and Order in the above-named permit appeal wherein
    the Board upheld the Illinois Environmental Protection Agency’s
    (Agency)
    denial
    of
    two
    permit
    applications
    filed
    by
    Centralia
    Environmental Services,
    Inc.
    (Centralia)
    ,
    but found that six of the
    eight denial reasons given by the Agency to be insufficient bases
    for denial.
    The
    Concerned
    Citizens
    Group
    has
    no
    standing
    to
    seek
    reconsideration of the Board’s decision in this matter as the Group
    was
    not
    a
    party
    in
    this
    permit
    appeal;
    any
    motion
    for
    reconsideration must be
    filed by either Centralia or the Agency.
    The Board notes, however, that its opinion addresses several of the
    concerns raised in the Group’s letter in that the opinion explains
    that many
    of
    the
    denial
    reasons
    were
    found
    to
    be
    insufficient
    because
    the
    Agency
    improperly
    used
    the
    permit
    process
    as
    a
    substitute for enforcement.
    The Group notes that the Board’s opinion
    incorrectly states
    that
    no
    members
    of
    the
    public
    attended
    the
    hearings
    held
    in
    December of 1989.
    The Group is correct and the Board will correct
    this
    error
    so
    that the opinion
    correctly
    reflects the public’s
    participation at the hearings.
    This correction will be made either
    in
    a
    Board
    order
    in
    response
    to
    a
    properly
    filed
    motion
    for
    reconsideration
    or by an errata issued by the Board.
