This matter comes before the Board on a Revised Application

For Non—Disclosure filed November

21,

1990 and a Motion to

Supplement Revised Application for Non—Disclosure filed November

28,

1990 by Olin Corporation (Joliet Plant),

(“Olin”).

On

November

28,

1990, Olin also filed

a Waiver of Response

to Agency

Recommendation.

With respect to the Revised Application for Non—Disclosure,

the Board will proceed

to treat

these documents as confidential,

in accordance with the Board’s procedures found

in

35

Ill. Adm.

Code Part 120, Subpart C and the Board’s Resolution 86—2,

February 6,

1986.

The Board declines

to rule on Olin’s

particular

requests regarding confidentiality protocol.

The

Board notes, however,

that Olin’s request No.5 at page

4 of the

application

is contrary to the above resolution.

Therefore,

the

Board will not restrict access

to the documents to Board members

only, as requested by Olin.

The motion to supplement Olin’s revised application with an

affidavit, which was inadvertently omitted,

is hereby granted.

The Board also will

return the previously submitted

unredacted copies as requested by Olin.
