    ORDER OF THE BOARD
    (by J. Marlin):
    This matter
is before the Board on a status report requested
    by the Board on June
    21,
    1990.
The parties filed a joint status
    report on July 23,
    1990.
That report indicated that the parties
    are
    in communication and attempting
    to reach
    a settlement
    agreement.
    The status report requests that
    the stay of
    procedings remain in effect until
    such time that
    a stipulation is
    presented to the Board.
    The Board notes
    that the parties have
    been in contact on
a monthly basis since the last status report
    of February
    6,
    1990.
    However
    the Board
    is reluctant
    to grant a
request for a stay of an indefinite duration.
    Therefore,
    the
    Board directs
    the parties to submit
    a status report
    to be
    received by the Board
    no
    later
    than October
    9,
    1990.
    Such
status report shall indicate how close
    to settlement
    the parties
are and indicate when the parties will
    be ready
    to proceed to
    hearing.
    IT
    IS SO ORDERED.
    Board Member J.D.
    Dumelle concurred and Board Member
    J.
    Thedore Meyer dissented.
