its air operating permit.
Wells sought review of
the Board’s Order
in the First District Appellate Court.
On
March
9,
1990 the Court
issued its ruling which reversed the
Board’s decision and remanded the case for further
proceedings.

things,
the Court found
that:
a standard procedure
for processing
operating permit
renewal applications,
such as
that used by
the Agency
in
issuina or denying an initial operating

remand,
the parties are directed
