INTERIM ORDER OF THE BOARD

The effectiveness of the compliance program described in
the parties~ Stipulation of Facts and Proposal
for Settlement
(Stipulation) submitted November 27, 1979 is dependent upon
the cooperation and consent of two outside parties
—
the Village
of Buffalo Grove and the Public Works Department of Lake County~
The Board is unwilling to approve a compliance program that
extends over a period of
2~1I2
years without a showing of proof
that Lake County and the Village of Buffalo Grove have know-
ledge of the Proposed Settlement and are willing to approve
matters included in the Proposed Settlement which require their
consent,
The Board hereby rejects the parties~ Stipulations
The
Board recommends that affidavits satisfying the aforementioned
showing of proof be attached to the present Stipulation before
it
is resubmitted.
The case is remanded
for further proceedings consistent
with this Order,
