    respondent states
    that the City of
    Palos Hills did not file
    a timely petition
    for
    review because
    it believed the general contractor working on the
    property would do so.
    The Board finds that no basis for relief of an Administrative
    Citation has been stated.
    The respondent’s motion to vacate
    is
    denied.
