    to withdraw the complaint filed by the Illinois
    Environmental Protection Agency
    (Agency).
    The Agency states that
    on January
    11, 1989
    it filed
    a complaint.
    On February
    7,
    1989
    Lefton filed
    a Petition
    for
    Review.
    Based on accumulated
    information,
    the Agency has determined
    that this cause
    is not
    appropriate
    at this time.
    Therefore,
    the Agency moves
    to
    withdraw its complaint.
    The Agency’s motion to dismiss
    the citation
    is hereby
    granted.
    The petition for review
    is dismissed
    as moot.
    Accordingly,
    the entire docket
    is closed.
