The
record in this proceeding indicates some local problems
with smoke,
 fumes,
 or odors.

 However, insufficient information is available to
determine the origin of these odors,
 Furthermore, should it be
established that they emanate from the power plant, it is unclear
whether or not the use of Illinois high—sulfur coal aggravates or
reduces the problem.
 Therefore,
 the Board asks that the partici-
pants,
 especially the Petitioner and the Illinois Environmental
Protection Agency (Agency)
 supply the following information.
During the one year period prior to,
 and during the period
of the Petitioner’s operating permit issued April
 20,
 1982
and
expiring on January 20,
 1983:
1)
 How frequently and on which dates did “soot blowing”.
i.e.
 tube cleaning, occur at the Tower Plant?
2)
 How often and on
which
dates were stack tests
conducted?
3)
 What
other changes
 in the plant’s daily operations
such
as
an increase
 in production,
 fuel switch,
etc~,,
or
malfunctions have taken place and on which
dates?
 Could they
have
 created
 odors?
4)
 How
 many
 citizen
 complaints
 were
 received
 about
 the
plant’s
 operations?
5)
 Were
 these
 complaints
 forwarded
 to
 the
 Agency?
The
 Board
 also asks
that
copies
 of
 these
 complaints,
 if
 any,
 be
provided~
The participants are also requested to evaluate whether the
use of Orient
 #4 coal
 in Boiler No.
 8 significantly changes the
plant’s operations and if so,
to
what extent,
 Finally,
 an
evaluation should be made as to whether these alterations create
or aggravate odor incidences and if so, where the odors emanate
 from,

The Petitioner is to consider whether a reduction in
 the
stack’s diameter by means of a partition would increase exit
velocity. Regardless of odor causation, the cost and feasibility
of partitioning the existing stack for single boiler operation
shall be presented.
 The plume rise attributable to increased
stack gas velocity using a partition shall be computed.
Answers to these questions and
 the
 information requested
should be provided within sixty days of this Order.
 If neces-
sary, an additional public hearing on the same may be ordered by
the
 Board.
