    This matter comes before the Board

    East Moline

    Moline).
    East Moline requests that the Board
    stay
    its September
    8,
    1988 and November
    3,
    1988 Orders pending
    resolution of East
    Moline’s appeal
    to the Illinois Appellate Court, Third
    District.
    The Illinois Environmental Protection Agency (Agency)
    filed
    a response
    to the motion on January
    25, 1989.
    The Agency opposes
    East
    t4oline’s motion and urges the Board
    to deny
    it.
    In accord with the Board’s customary practice,
    the motion
    for stay
    is denied.
    East Moline
    is free
    to seek
    a stay from the
    appellate court.
