    I
    dissent from the majority’s order granting the Illinois
    Environmental Protection Agency’s
    (Agency) motion
    to file its
    recommendation instanter.
    The recommendation was due on
    September
    9,
    1988,
    and the motion
    to file instanter was filed
    on
    October
    13,
    1988.
    Given the pressure on the Board
    to keep its
    proceedings moving along
    at
    a reasonable pace,
    I believe that
    it
    is
    important to put those who practice before the Board
    on notice
    that deadlines must
    be met
    in all except exceptional
    circumstances.
    Thus,
    I would have denied the motion
    to file
    instanter.
