SUPPLEMENTAL STATEMENT
 (by J.D. Dumelle):
The deliberate misrepresentation by the Petitioner that
the sewer system was adequate
 is the riost disturbing aspect
of this case.
 If the Board is
 to overlook misrepresentation
here then of what use
 is a permit system?
A penalty, though probably called for,
 would be somewhat
like “paying to pollute”.
 The holding tank provision of the
Order should avoid aggravating the downstream sewer capacity
problem.
 The ultimate answer,
 however,
 is for the Village
of Lombard
 (not a party
 in this case)
 to get on with a comprehc~n-
sive sewer system rehabilitation and improvement program
 ~o
solve
the existing problems.
