Board join as a respondent

in the above captioned matter the

City of Centralia,

a municipal corporation located in Marion and

Clinton Counties.

In his motion,

Respondent Meeks has presented

sufficient facts

to indicate that

a complete determination

of the instant controversy

cannot be had without the presence

of the City of Centralia.

The Board hereby joins the City of

Centralia as

a party respondent

in this matter, pursuant to

Rule 303(c)

of the Board’s Procedural Rules, and subject to

proper service of process.
