ORDER OF THE BOARD

On June 10,
1983 the Board entered an Order in this
matter
proposing Rule 313 of Chapter 2:
Air Pollution which would
establish an ambient air standard for lead and the measurement
method
to be used for determining conformance
with that
standard.
Hearings were held on October 22, 1982 in Bloomington and
October 26, 1982 in Chicago to consider that proposal.
On December 27,
1982 the Illinois Environmental Protection
Agency (Agency) filed a motion to amend proposed Rule 313(b)
to allow the use
of
an alternate measurement method
in that
one
such
alternate method had already been approved by the United
States Environmental Protection Agency (USEPA).
The Agency~s
proposed language would allow any alternative methods to be
used
so long as those methods have
been approved by USEPA pursuant
to
procedures referenced in 43 Fed, Reg.
46258
as amended.
On February 18,
1983 the
Department of
Energy and Natural
Resources filed a negative
declaration with the Board
indicating
that this proposal
is of such a nature that
no
economic
impact
study is necessary to consider it,
That action was ratified
by
the Economic and Technical Advisory Committee on February 18,
1983,
Therefore, no further hearings are mandated,
The Board finds that the Agency~sproposed amendment is
meritorious
and
hereby proposes Rule 313 for First Notice as
follows:
Rule 313:
Lead,
(a)
Standard,
The ambient air quality standards
for
lead and its compounds are 1.5 micrograms per
cubic
meter, maximum arithmetic mean averaged over a
calendar
quarter.

Measurement Method.
For determining conformance
with the ambient air quality standards for lead
and its compounds,
lead and
its compounds
shall
be measured
by the
atomic
absorbtion spectrometry
or equivalent
method as described in 43
