    This matter comes before
    the Board upon
    a July
    16,
    1987,
    joint motion
    to file an amended administrative citation and
    withdraw petition
    for
    review.
    Apparently the Illinois
    Environmental Protection Agency
    (Agency)
    and Bergbower Landfill
    (Bergbower) discussed the contents of the original administrative
    citation and now agree
    that the cover violation alleged
    in
    Paragraph A of
    the original citation may be negligible.
    To avoid
    the cost and expense of hearing, the parties
    have agreed
    to
    a
    program of specific operating methods and corrective action which
    should eliminate potential cover violations.
    Further,
    Bergbower
    acknowledges the alleged violations
    in Paragraph B and C of the
    original citation and agrees
    to pay the civil penalty of
    $1,000.
    Finally
    in accordance with the agreement,
    Bergbower
    moves
    to withdraw its petition
    for
    review.
    The joint motion
    to file amended administrative citation
    is
    granted.
    Bergbower’s motion
    to withdraw the petition
    for review
    is also granted.
