    ORDER OF THE BOARD (by C.A. Manning):
    This petition for review, filed on May 4, 1999, requests that the Board review a
    March 30, 1999 Illinois Environmental Protection Agency (Agency) final determination
    regarding petitioner’s facility located in Sauget, St. Clair County, Illinois. The Board accepts
    this matter for hearing.
    In the petition for review, petitioner requests that the Board consolidate this matter with
    PCB 98-113 and PCB 99-28. The petition in PCB 98-113 concerns a January 28, 1998
    Agency final determination. The petition in PCB 99-28 concerns a July 9, 1998 and a July 23,
    1998
     
    Agency final determination. Since these three cases involve the same facility and the
    same permit, the Board consolidates PCB 99-158 with PCB 98-113 and PCB 99-28. Today’s
    caption reflects the consolidation. The Board directs all future pleadings reflect this
    consolidation.
    Hearings shall be scheduled and completed in a timely manner pursuant to the
    applicable statutory decision deadline or as extended by waiver (see 415 ILCS 5/40(a)(2)
    (1996), 35 Ill. Adm. Code 101.105). Unless otherwise ordered by the hearing officer, the
    Agency shall file the record of its review of the permit application within 14 days of notice of
    the petition. See 35 Ill. Adm. Code 105.102.
