    The
    original Variance
    Petition
    in
    this matter
    was
    fi1e~by
    Koppers
    Company,
    Incorporated,
    (Koppers), on September
    5,
    1975,
    and a
    similar Amended Petition
    was filed November
    12, 1975~
    The
    Petition
    and its
    Amendment both sought extension of variances
    previously
    granted to
    Koppers for its Stickney~ Illinois, manufac-
    turing
    facility.
    The
    earlier Variances, PCB 73~365 (1973),
    PCB 74~63
    (1974), and PCB
    74~325 (1975), granted relief from the
    carbon
    monoxide emission
    limitations of Chapter
    2:
    Air Pollution,
    Rule 206(c),
    and from Chapter
    2, Rule
    103(5) (A)
    (allowing certain
    construction).
    Since
    the filing
    of
    the instant Variance,
    the Board has con-
    sidered
    several
    Petitions seeking
    amendment of Rule
    206, and in a
    separate
    Order has today
    enacted several changes
    to Rule 206
    which
    generally
    conform to the Amended
    Regulatory Petitions before
    it.

    Since no enforcement
    matters
    appear to
    be pending against Koppers for
    its emissions of carbon
    monoxide
    prior to
    today’s regulatory
    action, we feel that the
