    ORDER OF THE BOARD (by M. McFawn)
     
    On February 15, 2001, respondent Panhandle Eastern Pipeline Company (Panhandle)
    filed a motion requesting additional oral argument. The Illinois Environmental Protection
    Agency filed a response on February 23, 2001. Panhandle’s motion requests additional oral
    argument to supplement close to 1500 pages of the transcript for the hearing held in this matter,
    and over 280 pages of the parties’ briefs. Panhandle suggests that the Board may benefit in
    additional discussion over Panhandle’s affirmative defenses and the issue of an appropriate
    penalty in this case. The Agency objects to Panhandle’s request.
     
    The Board finds that the record before the Board is complete, and additional testimony is
    not required. Accordingly, Panhandle’s request for additional oral argument is denied.
