    ORDER OF THE BOARD (by C.A. Manning):
    On October 28, 1996 the Illinois Environmental Protection Agency (Agency) filed a
    motion to withdraw this administrative citation. The Agency asserts that it was unable to
    complete service upon respondent within 60 days of the date of the observed violation as
    required by Section 31.1(b) of the Environmental Protection Act. The Board hereby grants the
    Agency’s motion. This matter is dismissed and the docket is closed.
