    DISSENTING OPINION (by J. Theodore Meyer):
    Perchloroethylene, as a major component in the dry cleaning process, ranks among the
    most commonly used chemicals in the country. It is highly volatile and as such should not be
    exempt from the definition of volatile organic materials. For these reasons, I will be
    respectfully dissenting from this rulemaking.
