    This matter is before the Board upon a formal complaint
    filed on March 29,
    1993.
    This matter was held over at the April
    8,
    1993 Board meeting
    to allow for argument that the complaint is duplicitous or
    frivolous;
    no argument has been made.
    Accordingly, the Board
    finds that this matter is not duplicitous or frivolous,
    and
    accepts this matter for hearing.
    A hearing officer will be
    assigned and this matter will be set for hearing.
    The Board observes that respondents’ April 19,
    1993 filing
    titled “Answer to Formal Complaint” argues the merits of the
    allegations raised
    in the instant complaint.
    As such, this
    argument will be considered by the Board in its proper course of
    deliberations.
