    ORDER OF THE BOARD (by J. Theodore Meyer):
    On September 24, 1996 Shell Oil Company (Shell) filed a Motion for Extension of
    Time to File Motion to Dismiss, stating that the parties are in the process of negotiating a
    penalty amount in this matter and need additional time to settle all issues in this matter. Shell
    requests the Board to allow Shell an additional 45 days to file its motion to dismiss.
    The Board grants the motion and directs Shell to file a motion to dismiss or other
    appropriate motion on or before November 9, 1996.
    IT IS SO ORDERED.
