    ORDER OF THE BOARD (by N.J. Melas):
     
    On November 27, 2001, McNeill Twins Oil Company (McNeill) timely filed a petition
    asking the Board to review an October 23, 2001 determination of the Illinois Environmental
    Protection Agency (Agency).

    McNeill alleges that the Agency denied a portion of McNeill’s request for reimbursement from
    the Underground Storage Tank Fund pertaining to LUST Incident 983038, Whiteside County.
     
    McNeill appeals on the grounds that the labor hours charged to the project were
    incorrectly reported due to an accounting oversight. It appears that the individual filing the
    petition for review on behalf of McNeill is not an attorney. Entities other than individuals must
    be represented by a licensed attorney.
    See
    35 Ill. Adm. Code 101.400. The Board grants
    McNeill 30 days from the date of this order to refile its petition through a licensed attorney. If
    McNeill fails to secure legal representation by January 5, 2002, the Board will dismiss this
    petition.
