ENVIRONMENTAL PROTECTION AGENCY
ORDER
The Board, having considered the petition, recommendation,
transcript
and exhibits in this proceeding,
hereby grants
the
petition of GAF Corporation for
a variance, subject
to the following
conditions:
1.
This grant of variance extends
to April 30,
1972
to allow
discharge of suspended solids and BOD after primary treatment
into the Des Plaines River in excess of the amount allowed by
regulation.
This variance is granted to allow the company
time to install secondary waste treatment facilities
to meet
all applicable effluent
and water quality standards.
2.
Overtime work shall be used whenever possible during the
construction of the secondary treatment facilities.
3.
GAP
shall submit monthly progress reports to the Environmental
Protection Agency on the first working day of each calendar
month until the work on the secondary treatment facilities
is complete.
The first report shall be submitted on October
1,
1971.
The progress reports shall detail progress
to date
and fully explain any deviations from the construction schedule.
4.
All terms
and conditions
of the previous orders remain in
full force and effect except as herein modified.
5.
During
the period that this variance is in effect GAF
shall
not increase
the pollutional nature of its discharge either
in strength or in volume.
6.
The failure of
the
petitioner
to adhere to any of
the conditions
of
this Order shall be grounds for revocation of the variance,
