    Variance
    from Chapter
    2,
    Part V of
    the Rules
    and Regulations
    of
    the Pollution
    Control
    Board governing open burning,
    requesting
    permission
    to
    burn leaves on park oroperty..
    The application
    does not comply with our Procedural Rules but we will hold our
    Order
    of Dismissal
    in abeyance until November
    21,
    1972.
    If the
    necessary information
    is not received by
    the Board prior to that
    date we will have no alternative but the dismissal of
    the
    petition without prejudice.
    The Petitioner
    is requested
    to
    submit
    the following information by November
    21,
    1972:
    Description
    of area where burning
    is to take place and distance from populated
    areas; estimate of type and quantity of material to be burned and
    type and quantity of contaminants which will be discharged by
    burning; statement of effect the open burning will have on the
    public;
    availability and cost of alternatives to open burning,
    including equipment,
    manpower or other disposal requirements;
    concise statement of why
    the Petitioner believes the compliance
    with the Regulations would impose
    an arbitrary or unreasonable
    hardship;
    a statement of
    the precise relief sought including the
    time and place of proposed burning, the amount of the burning and
    under what atmospheric conditions.
