    1 MR. MCGILL: Good afternoon. My name
     
    2 is Richard McGill and I'm serving as Hearing
     
    3 Officer in this Pollution Control Board
     
    4 rule-making proceeding captioned in the matter
     
    5 of Revision of the Board's Procedural Rules, 35
     
    6 Illinois Administrative Code, 101 through 130.
     
    7 The docket number for this rulemaking
     
    8 is R03-10 and today is the second hearing. The
     
    9 first hearing took place one week ago in
     
    10 Springfield. Since 1:00 this afternoon, a
     
    11 number of Board members and staff have been
     
    12 present, including Chairman Claire Manning,
     
    13 Board member, Thomas Johnson and Board member
     
    14 Michael Tristano. As well as Board staff
     
    15 including Connie Newman our public information
     
    16 officer and Bill Wilson our Web Master. It is
     
    17 now approximately 1:35 and no member of the
     
    18 public is or has been present, so I will just
     
    19 make a few procedural announcements for the
     
    20 record.
     
    21 As the Board stated in its November
     
    22 7, 2002 first notice opinion and order, the
     
    23 proposed rules will accomplish two primary
     
    24 objectives. First, they will allow for

    1 electronic filing and all Board proceedings
     
    2 through the new clerk's office on-line, also
     
    3 known as COOL, which is on the Board's website.
     
    4 Second, the rules will reflect recent
     
    5 amendments to the Environmental Protection Act
     
    6 and the Administrative Procedure Act.
     
    7 Today, we were prepared to proceed
     
    8 with Chairman Manning's power point
     
    9 presentation on COOL as was presented at the
     
    10 Springfield hearing. That presentation has
     
    11 been entered into the record as Exhibit No. 1
     
    12 in this rulemaking.
     
    13 Because no members of the public
     
    14 appeared we will not be proceeding with that
     
    15 presentation. Of course, with no members of
     
    16 the public present, we are receiving no
     
    17 questions or comments today, but, of course,
     
    18 there will be an opportunity provided by public
     
    19 comment through the public comment period;
     
    20 which I'm about to talk about.
     
    21 The first notice proposal appeared in
     
    22 the Illinois register on December 2nd of this
     
    23 month. The deadline for filing public comments
     
    24 with the Board in this rulemaking is January

    1 21, 2003. Public comments will be available on
     
    2 the Board's website through COOL. Copies of
     
    3 today's very short transcript for this hearing
     
    4 should be available at the Board next week, the
     
    5 week of December 23rd.
     
    6 Shortly after that, the transcript
     
    7 should be available through the Board's website
     
    8 at WWW.IPCB.State.IL.US. Because there are no
     
    9 other items to address at this time, this
     
    10 hearing is adjourned.
