Thank you very much for your February 17, 2004 letter requesting a determination as to whether
the Department ofCommerce
 and Economic Opportunity (“Department”) intends to conduct an
economic impact study ofthe proposed rules in the above-referenced docket.
The Department has reviewed the proposed “clean-up” amendments to the volatile organic
material
 (“VOM”) emission reduction rules
 (35
 Ill. Adm.
 Code Parts 211, 218 and 219).
 Based
on this review, and in light ofcontinued fiscal constraints, the Department has decided not to
conduct a study ofthe economic impact ofthe proposed amendments, pursuant to 415 ILCS
5/27(b).
