    Opinion of
    the Board
    (by Mr. Currie):
    On December
    28,
    1970,
    the Illinois Environmental Protection
    Agency filed
    a proposal for an amendment to the Wabash River Inter-
    state Water Quality Standards,
    SWB-9.
    The proposal requested that
    the North Fork of the Vermilion River be considered an interstate
    stream and be included in the regulations,
    The addition of that
    stream would require the inclusion of two communities, Hoopeston
    and Rossville which discharge
    to it,
    in the timetable for additional
    treatment requirements contained in SWB—9,
    In accordance with the statute,
    the Board held
    a public hearing
    on March
    5,
    1970
    in Danville on the proposed amendment.
    At that
    hearing Mr, Glenn Pratt of the Federal Environmental Protection
    Agency introduced as evidence
    two United States Geological Survey
    maps which clearly show the interstate nature of
    the North Fork
    of
    the Vermilion River,
    It follows that the two above mentioned
    communities,
    Hoopeston and Rossville should be subject to the
    regulations contained in
    SWB~9,
    Both communities,
    prev,ious
    to this
    change had been considered subject to the Intrastate Water Quality
    Standards in SWB-l4 and therefore already under
    the July 1972
    compliance deadline for adequate sewage treatment facilities.
    The transfer from SWB-l4 to SWB-9 in no way changes their respective
    deadlines for final compliance.
