1 HEARING OFFICER McGILL: Good morning
2 and welcome to this Illinois Pollution Control Board
3 hearing in Chicago. My name is Richard McGill
4 and I am the Hearing Officer for this
5 Identical-in-Substance rulemaking proceeding
6 docketed as R05-16 and captioned in the matter of
7 Exemptions From the Definition of VOM, USEPA
8 Amendments, July 1, 2004 through December 31, 2004.
9 Briefly, by way of background, this
10 rulemaking is designed to update the definition of
11 volatile organic material, or VOM, and the Board's
12 air pollution regulations. The update is required
13 by Section 9.1(e) of the Environmental Protection
14 Act to ensure Illinois' regulations reflect the
15 United States' Environmental Protection Agency's
16 most recent exemption of chemical compounds from
17 regulation as ozone precursors due to negligible
18 photochemical reactivity.
19 The Board issued an opinion and order
20 on March 3rd, 2005, as a proposal for public
21 comment. Notice of this rulemaking proposal
22 appeared in the Illinois Register on March 18th,
23 2005. Unless ordered otherwise, the 45-day public
24 comment period will end on May 2nd, 2005.

1 The Board is holding this one public
2 hearing to satisfy requirements of the federal Clean
3 Air Act. No additional hearing is scheduled at this
4 time.
5 Also present today on behalf of the
6 Board, to my immediate left, Board Member
7 Andrea Moore, she's the lead Board Member for this
8 rulemaking; to her left, Board Member Tom Johnson;
9 and from our technical unit, Alisa Liu; and Attorney
10 Mike McCambridge, who is with the Board's legal
11 staff.
12 Today's proceeding is governed by the
13 Board's procedural rules. All information that is
14 relevant and not repetitious or privileged will be
15 admitted into the record.
16 Anyone may testify or ask questions of
17 witnesses. Those who testify will be sworn in. Are
18 there any questions about our procedures today?
19 Seeing none, I will note for the record
20 that Annet Godiksen and Stefanie Diers are here
21 today from the Illinois Environmental Protection
22 Agency.
