Dear board members,

-

Thank you for your time in hearing myself on this case today.

First off as

i have stated under oath at my hearing

i was totaly unaware of what

i was planning

to

do with this dirt was or could be considered a

hazard.

For this

i take the blame,but as to

be held in violation of epa regulation and

pay

a fine of $3,000

i

should

not.

I contacted mr. jeff port (epa) and requested information on any help or assitance to help pay for

removal because

i was unable to pay all at once

but

to

no avail

i was offered

nothing.l also informed

ms.

ryan of my situation and was told she would

check and

let me know also to

no avail nothing

happened.

I

am not trying to not comply with epa regulation but am

unable to pay for landfill expences.

So

i have had

to save money cash

in

life insurance policys and

sell personal property to have

said site cleaned.

Last year

i earned only $4752 the total den

price was $3946.05 so as you can

see it has been

very hard to pay for this clean

up.

dirt was hauled out on dec.

2003 for a total of

146.81

tons of dirt.

i beg of you do not impose any further fines or costs as
