Iam employed by the Illinois Environmental Protection Agency (“Illinois EPA”), as
Assistant
Counsel for Enforcement for the Bureau ofLand.
2.
As part ofmy duties, Iam responsible forthepreparationofAdministrative Citations
issued by
the Illinois
EPA
and the
negotiation
and
litigation of appeals filed pursuant to
such
Administrative
Citations.
As part ofmy job experience, I have also submitted travel
vouchers for
reimbursement.
3.
I havereviewed the Illinois EPA DivisionofLegal Counsel File 144-03-AC,
which
relates to AC 03-27,
illinois EPA v.
Vince Harvey,
forthepurpose ofdeterminingthe costs expended
by Illinois EPA.
4.
I was the Illinois EPA attorney assigned to handle the hearing for AC 03-27, which
was held in
Kewanee.
I was required
to
travel
from
Springfield
to
Iç~ewaneeand
back for the
hearing.
The Illinois
Department ofTransportation map ofthe State of Illinois indicates that the
distance between Springfield and WestFrankfort is approximately 122 miles.
Based on my ownjob
experience, I am aware that the approved mileage reimbursementrate in November 2003 was $.36
per mile.

As the attorney currently assignedto handleAdministrative Citations, I am aware that
Illinois EPAincurs costs forcopying documents, preparationofdocuments for mailing and service,
and certified and first class mailings.
Based upon my review ofFile 144-03-AC, Iestimatethat these
costs expended by Illinois EPAon this Administrative Citation through the hearingdateapproximate
$30.00.
