    HEARING OFFICER ORDER
     
     
    On October 5, 2004, the parties participated in a telephone status conference with the
    hearing officer. Petitioner is still working on a site classification plan and budget which will
    hopefully be completed in the next 90 days.
     
      
    The parties are directed to participate in a telephone status conference with the hearing
    officer at 11:00 a.m. on January 4, 2005. The status conference shall be initiated by the
    petitioner.
     
    Petitioner has filed an open waiver of the decision deadline in this case.
