    2 on the record. This is the public hearing in
    3 board docket No. R 96-16 in the caption in the
    4 Matter of Exemptions From the Definition of VOM
    5 USEPA amendments, February 7, 1996,
    6 Perchloroethylene.
    7 My name is Mike McCambridge. I'm
    8 the Hearing Officer. Accompanying me is
    9 Dr. G. Tanner Girard, attending board member. Let
    10 the record show that it is now approximately
    11 3:04. We have delayed commencing this
    12 proceeding. It was originally scheduled for
    13 1:30. At about 1:15, I received a call from Karen
    14 Barancik, B-A-R-A-N-C-I-K, of the Illinois EPA in
    15 Springfield who had received a call from Tina
    16 Archer, Agency attorney, who had intended to
    17 attend this hearing.
    18 At the time of the call,
    19 Mrs. Archer had called Mrs. Barancik explaining to
    20 her that she was stuck in traffic and somewhere
    21 around Bolingbrook. This proceeding is -- this
    22 public hearing is not mandated by state law. The
    23 public hearing is being conducted in this
    24 proceeding pursuant to a federal requirement under

    1 Section 110 of the Clean Air Act that the state
    2 conduct a public hearing on any regulatory
    3 amendments that would result in SIP revision.
    4 This proceeding is mandated by
    5 section 9.1 E of the Illinois Environmental
    6 Protection Act, and it is prompted by a February
    7 7th, 1996, federal action to amend the federal
    8 definition of volatile organic compound, which is
    9 the same as VOM, to exclude one additional
    10 compound from the definition. That compound that
    11 is now excluded is perchloroethylene, also called
    12 tetrachloroethylene.
    13 On October 17th, 1996, the board
    14 adopted a proposed opinion and order in this
    15 matter. A notice of proposed amendments appeared
    16 in volume 20 of the Illinois register et page
    17 14116 on November 1st, 1996. The public comment
    18 period will therefore end on or about December
    19 15th, 1996, after which time the board will be
    20 free to proceed and adopt the proposed amendments
    21 if it so decides.
    22 In assembling the proposal for
    23 public comment, the proposed opinion and order,
    24 the only deviation made to the federal amendments

    1 is that the board added in a parenthetical name
    2 the tetrachloroethylene for perchloroethylene.
    3 Aside from that, the board has not deviated from
    4 the federal text.
    5 Let the record show that at this
    6 time, aside from the court reporter, only
    7 Dr. Girard and I are in attendance. Dr. Girard,
    8 did you have anything you wish to state for the
    9 record?
    10 MR. GIRARD: I have no further comments.
