    ORDER OF THE BOARD
    (by 3. Theodore Meyer):
    This matter is before the Board on a March
    8,
    1993 filing by
    the Village of Roxana
    (Roxana).
    On January 21,
    1993,
    the Board
    remanded this matter to Roxana, with directions that Roxana
    decide whether the application at issue in this proceeding is
    “substantially the same” as the previous application.
    The Board
    directed Roxana to make that determination within 90 days,
    and to
    send that decision,
    in writing, to the Board.
    On March 8,
    1993,
    Roxana filed its resolution and findings of fact on the issue.
    Roxana concluded that the instant application for siting approval
    is not substantially the same as the previous request.
    The Board must now proceed to decide the issues raised in
    this case which were not previously decided in its November 29,
    1990 opinion and order.
    We hereby establish the following
    schedule for submission of any supplemental briefs that the
    parties may wish to file.
    These supplemental briefs are to be
    limited to the issues raised on remand.
    We will not consider any
    additional argument on issues already briefed by the parties.
    Any supplemental brief by the petitioners shall be filed by April
    1,
    1993.
    Any response by respondents is due on April 22,
    1993,
    and any reply by the petitioners must be filed by May 3,
    1993.
    The Board will then proceed to a final determination in this
    matter.
