    ORDER OF THE BOARD (by C. A. Manning):
     
    On July 5, 2001, ESG Watts, Inc. (ESG) filed a petition for review of the Illinois Environmental
    Protection Agency’s (Agency) refusal to release any existing financial assurance instruments issued by
    Firstar Bank on the grounds that ESG had not provided acceptable alternate financial assurance. The
    Agency issued a single letter concerning the three ESG landfills. These are the Sangamon Valley
    Landfill, in Sangamon County, the Taylor Ridge Landfill, in Rock Island County, and the Viola Landfill
    in Mercer County. The Board accepts this matter for hearing.
     
     
    Hearings shall be scheduled and completed in a timely manner pursuant to the applicable
    statutory decision deadline or as extended by waiver (see 415 ILCS 5/40(a)(2) (2000); 35 Ill. Adm.
    Code 101.308). Unless otherwise ordered by the hearing officer, the Agency shall file the record of its
    review of the permit application within 30 days of notice of the petition. See 35 Ill. Adm. Code
    105.116.
