    On May 6, 1996, the Board received an unsigned letter asking the Board to reconsider
    the Board’s order directing this matter to hearing. The letter also did not include an affidavit
    in support of the facts alleged in the letter, and did not include a proof of service. Therefore,
    the Board denies this motion and direct the hearing officer to proceed with this matter.
