    ORDER OF THE BOARD (by R.C. Flemal):
     
    On July 19, 2001, the People of the State of Illinois filed a two-count complaint against
    respondents concerning their demolition activities at the Joliet Army Ammunition Plant, including open
    dumping of construction and demolition debris, and failure to file information about on-site disposal
    activities including facility reports, annual reports and quarterly groundwater monitoring reports. These
    activities were in alleged violation of Sections 21(a) and 21(d)(2) of the Environmental Protection Act
    (Act) (415 ILCS 5/21(a), 21(d)(2) (2000)) and 35 Ill. Adm Code 815.101(a), 815.201, 815.202,
    815.301, 815.302, 815.401, and 815.402 of the Board’s regulations. The Board accepts this matter
    for hearing.
     
    The Board directs that this matter proceed to hearing as expeditiously as practicable. The
    assigned hearing officer must set the matter for hearing in accordance with the requirements of the Act
    and the Board’s procedural rules. It is the responsibility of the hearing officer to guide the parties
    toward prompt resolution or adjudication of this matter, through whatever status calls and hearing officer
    orders he determines are necessary and appropriate.
