    The parties report that the stormwater discharge study referenced
    in earlier status reports is ongoing, and that a dispute resolution
    process
    is
    ongoing
    concerning
    “secondary
    security
    interest
    and
    related items and the commencement of contruction of the stormwater
    treatment plant” pursuant to a consent decree issued in People v.
    R. Lavin
    & Sons, mc.,
    No. 90-CH-668
    (October 12, 1990 as amended
    February 7,
    1992).
    The parties are directed to file an updated status report on
    or before November 15,
    1992.
