    HEARING OFFICER ORDER
    This is a fast-track proceeding filed pursuant to Section 28.5 of the Environmental
    Protection Act (Act). 415 ILCS 5/28.5 (1998). On December 19, 2000, the Illinois Environmental
    Protection Agency (Agency) indicated to the Board that the Agency did not intend to introduce any
    additional material in this matter. Therefore, as allowed by Section 28.5(g)(3), the third hearing
    scheduled for January 2, 2001 is hereby canceled.
    Under Section 28.5(l) of the Act, the Board shall close the record 14 days after the
    availability of the transcript. 415 ILCS 5/28.5(l). The Board made the transcript for the second
    hearing available on December 22, 2000. Consequently, the Board will close the record on January
    5, 2000, at 4:30 p.m. The mailbox rule does not apply. Comments shall be filed pursuant to 35 Ill.
    Adm. Code 102.320. Comments sent by facsimile will only be accepted if first authorized by the
    hearing officer.
