    ORDER OF THE BOARD
    (by J. Anderson):
    On May 27,
    1992, the Illinois Environmental Protection
    Agency
    (Agency) filed a motion requesting an extra 35 days, until
    July 9,
    1992, to file its response in this matter.
    The Agency
    stated that it needed the extra time for its attorneys to confer
    with its technical staff,
    and then to meet with the petitioners’
    attorneys and technical staff.
    The extension of time is granted.
    We note that,
    in the
    particular circumstances of this case, initiating interaction
    with the Agency prior to filing of the joint petition with the
    Board,
    as would normally be expected, might have been difficult.

    At this juncture
    we
    expect
    the joint petitioners to diligently interact with the
    Agency, including addressing the questions and issues raised in
    the Board’s May 21,
    1992 order in this matter.
    We then
    anticipate that the Agency in its response would either come in
    as a co-petitioner or, alternatively, would specify the issues
    where disagreement exists and the nature of the disagreement.
    This approach will clarify what is to be focused on at hearing,
    thus making efficient use of both the parties’ and the Board’s
    resources.
