    On Nay 13,
    1994, the Agency moved to dismiss respondent
    Orville Bartels from this administrative citation.
    The Agency
    asserts that it was unable to complete service upon respondent
    Bartels within 60 days of the date of the observed violation as
    required by Section 31.1(b).
    This motion is granted.
    This
    matter is dismissed as to respondent Bartels only Mr. Bartel’s
    name will not be included in the caption in future orders.
