On December 18,
1992, Quantum Chemical Corporation, USI
Division
(Quantum) filed
an
amended petition for
adjusted
standard from portions of the Board’s
air
pollution regulations
found at Part 218.
On December 23, 1992 the Illinois
Environmental Protection Agency (Agency) filed
a
motion
requesting an extension of time in which to file the Agency’s
response
to the amended petition in
this
matter.
The
response
is
currently
due
on
January
20,
1993;
the Agency requests an
extension until February 22,
1993.
The
Agency
observes that
there are many complex issues presented in
this
matter
and that,
although Quantum and the Agency have
previously
mat to discuss
some
of
these issues, further discussion
and
technical
review are
needed.
The
Agency
asserts that Quantum does
not
object
to
the
extension.
The Agency’s motion is hereby granted.
The Agency response
is due on
February
22,
1993.
In addition,
in its amended petition at page
3,
Quantum
requests incorporation of the Board record from docket
R91—281.
The Board denies this request.

Quantum is free to file whatever portions Of the R91-28 record
it
deems
pertinent
to
its
petition.
Also,
Quantum
requests
a
stay
of
the
operation
of
the
effective
date of the applicable regulations,
since its
petition
was filed within 20 days of the effective date of th. regulation.
The Board notes that since Quantum
filed
its petition within
20
days
of the effective date of
the
regulation
to
Quantum,
a
stay
is automatically effective during the pendancy
of
this
action for
the
Quantum facility pursuant to Section 28.1(f)
of
the
Environmental Protection Act.
