    complaint was filed with the Board on October 16,

    substantive action has taken place in this matter.
    The hearing

    1992.
    The
    hearing officer is also directed to set a post-hearing briefing
    schedule if required.
    Failure to completh hearings according to this schedule will
    subject this proceeding to dismissal for want of prosecution.
