    ORDER OF THE BOARD (by T.E. Johnson):
     
    On February 20, 2003, complainant Doris Glave (Glave) filed a motion to amend. To
    date, no response to the motion has been filed. The consolidated complaints concern allegations
    that the respondents violated provisions of the Environmental Protection Act (Act) (415 ILCS
    5/24 (2002)) and Board regulations by emitting noise resulting from the barking, howling, and
    whining of dogs housed in respondents’ boarding kennel located in Grayslake, Lake County.
     
    In the motion, Glave asks the Board to add her husband Glenn F. Glave to the complaint.
    Glave asserts that complete determination of the controversy cannot be had without the presence
    of Glenn F. Glave and that he has a direct interest that would be affected by the Board’s decision
    in this matter, as he is joint tenant in ownership of the Glave residence. Mot. at 1.
     
    Pursuant to Section 101.403 of the Board’s procedural rules, the Board may add a person
    as a party to any adjudicatory proceeding if,
    inter alia
    , that person is not already a party to the
    proceeding but has an interest that the Board’s order may affect.
    See
    35 Ill. Adm. Code
    101.403(a)(2). The Board finds that Glenn F. Glave has an interest that may be affected by a
    Board order in this matter. Accordingly, the Board grants Glave’s motion to amend, and adds
    Glenn F. Glave to the proceeding. This amendment is reflected in the caption of today’s order.
