    ORDER OF THE BOARD (by C.A. Manning):
    On April 7, 1997 the Wayne County Health Department (County) filed a motion to
    withdraw this administrative citation. The County asserts that it was unable to complete
    service upon respondent within 60 days of the date of the observed violation as required by
    Section 31.1(b) of the Environmental Protection Act. This motion is granted. This matter is
    hereby dismissed and the docket is closed.
