    ORDER OF THE BOARD (by C.A. Manning):
    This matter comes before the Board on a joint motion filed on April 4, 1997 to further
    stay the proceedings in this matter. On February 6, 1997 the Board granted the parties’
    request for a stay in these proceedings until April 7, 1997. The parties jointly request that this
    matter be stayed for yet another 30 days to allow further negotiations. The parties assert in
    their motion that they have reached a settlement in principle and are in the process of finalizing
    an amended stipulation and proposal for settlement which would resolve the alleged permitting
    and discharge violations. The parties also note that they have agreed on most of the terms of
    the amended stipulation and proposal for settlement, but a few issues still remain. The parties
    therefore request a 30-day stay of the proceedings to finalize the amended stipulation and
    proposal for settlement.
    At this time, the Board grants the parties request for stay. The Board again notes that it
    has received several such requests for stay filed in this matter and anticipates that the parties
    will resolve their differences within the extended time period rather than requesting another
    stay in the future. The Board enters a stay in this matter for 30 days, until May 19, 1997.
    IT IS SO ORDERED.
