    HEARING OFFICER ORDER
     
    On April 6, 2004, petitioner participated in a telephone status conference with the hearing
    officer. Respondent did not appear. As last reported, the parties were going to work on revisions
    to the existing circuit court consent decree that the parties agree is out of date, both legally and
    factually. Petitioner reports that no progress has been made, and it will set up a meeting time
    with respondent by the next status conference. Once the consent decree is filed with the court,
    this permit appeal may be withdrawn.
      
    The parties are directed to participate in a telephone status conference with the hearing
    officer at 1:30 p.m. on May 6, 2004. The status conference shall be initiated by the petitioner.
    At the status conference, the parties must be prepared to discuss the status of the above-captioned
    matter.
