    ORDER OF THE BOARD (by G.T. Girard):
    On May 15, 2000, the Illinois Environmental Protection Agency (Agency) and petitioner
    filed a request for extension of the 35-day appeal period pursuant to Section 40 of the
    Environmental Protection Act (Act) (415 ILCS 5/40(a)(1) (1998)), relating to an
    April 18, 2000 Agency determination. On July 17, 2000, the Board received petitioner’s petition
    for review. The final determination concerns petitioner’s
     
    site located in Vandalia, Fayette
    County, Illinois. The Board accepts this matter for hearing.
    On July 10, 2000 petitioner filed a motion to allow an out-of-state attorney to appear
    pro
    hac vice
    on behalf of petitioner. Attorney Keith W. Turner, requests that he be allowed to appear
    before the Board on behalf of petitioner. Turner states that he is an attorney in good standing in
    the State of Mississippi. The Board grants the motion to appear
    pro hac vice
    .
    The Board’s rules require that the Agency file the entire Agency record of the request for
    reimbursement for certain corrective action costs within 14 days of notice of the petition. See 35
    Ill. Adm. Code 105.102. Hearing must be scheduled and completed in a timely manner, pursuant
    to the applicable statutory decision deadline, or the decision deadline as extended by a waiver.
    See 35 Ill. Adm. Code 101.105.
